International Financial Reporting Standards (IFRS)



International Financial Reporting Standards (IFRS) atau Standar Pelaporan Keuangan Internasional adalah Standar dasar, Pengertian dan Kerangka Kerja (1989) yang diadaptasi oleh Badan Standar Akuntansi Internasional (bahasa Inggris:International Accounting Standards Board (IASB)). Sejumlah standar yang dibentuk sebagai bagian dari IFRS dikenal dengan nama terdahulu Internasional Accounting Standards (IAS). IAS dikeluarkan antara tahun 1973 dan 2001 oleh Badan Komite Standar Akuntansi Internasional (bahasa Inggris: Internasional Accounting Standards Committee (IASC)). Pada tanggal 1 April 2001, IASB baru mengambil alih tanggung jawab gunan menyusun Standar Akuntansi Internasional dari IASC. Selama pertemuan pertamanya, Badan baru ini mengadaptasi IAS dan SIC yang telah ada. IASB terus mengembangkan standar dan menamai standar-standar barunya dengan nama IFRS.
Pada akhir tahun 2008, IAI telah mencanangkan konvergensi PSAK ke IFRS secara penuh pada tahun 2012. Selain itu, pada tahun 2009, negara-negara anggota G-20 telah membuat kesepakatan di Pittsburg, Amerika Serikat yang di antaranya menyatakan bahwa untuk mengurangi kesenjangan peraturan di antara negara-negara anggota G-20, maka otoritas yang mengawasi peraturan akuntansi internasional harus meningkatkan standar global pada Juni 2011. Indonesia, sebagai salah satu negara anggota G-20 tunduk pada kesepakatan global untuk melakukan konvergensi IFRS.
Oleh karena itu, mulai tahun 2009, DSAK-IAI mencanangkan proses konvergensi sampai tahun 2011 dengan target pada tahun 2012, seluruh PSAK tidak memiliki beda material dengan IFRS yang berlaku per 1 Januari 2009. Dan setelah tahun 2012, DSAK-IAI akan terus memperbaharui PSAK jika ada perubahan pada IFRS yang terkait.

Pemberlakuan IFRS sesuai Kesepakatan G-20

BATAM (SM) - Dewan Standar Akuntansi Keuangan (DSAK) - Ikatan Akuntan Indonesia (IAI), Rabu (26/9) menggelar seminar bertema “Implementasi International Financial Standards Reporting dan Dampaknya pada Pelaporan Keuangan” di Ballroom Harmoni One Hotel Batam Center.
Materi seminar disampaikan Danil S. Handaya yang merupakan anggota Dewan Standar Akuntansi Keuangan (DSAK)-Ikatan Akuntan Indonesia (IAI). Diawal pembicaraannya, Danil menyampaikan tentang perubahan PSAK yang saat ini sudah dikonvergensikan kedalam IFRS sehingga per-Januari 2012 PSAK terbaru telah terbit dan dapat digunakan.
International Financial Standards Reporting atau biasa disebut IFRS adalah standar pencatatan dan pelaporan akuntansi yang berlaku secara internasional.
"IFRS dikeluarkan oleh International Accounting Standard Boards (IASB), yaitu sebuah lembaga yang bertujuan untuk mengembangkan suatu standar akuntansi yang tinggi, dapat dimengerti dan digunakan oleh seluruh dunia," ujarnya.
Saat ini berbagai Negara dibelahan dunia sudah mengkonvergensikan standar akuntansi keuangan mereka dengan IFRS. Indonesia baru mulai mengkonvergensikan PSAK ke IFRS efektif 1 Januari 2012.
"Hal itu sesuai komitmen Indonesia pada kesepakan G-20 di Washington DC pada 15 November 2012," paparnya.
Danil menerangkan, sejak pengukuhan komitmen antar Negara forum G-20, maka Indonesia mulai revisi Pernyataan Standar Akuntansi Keuangan (PSAK) secara bertahap. Pada 2008 sampai 2010 adalah tahap adopsi IFRS ke PSAK, mempersiapkan infrastuktur yang diperlukan serta mengevaluasi dan mengelola dampak adopsi IFRS.
Tahun 2011, kata Danil, merupakan tahap persiapan akhir yaitu penyelesaian persiapan infrastuktur dan penerapan bertahap PSAK berbasis IFRS. Dan pada tahun 2012 Indonesia sudah mengimplementasikan IFRS kedalam PSAK. Pada tahap implementasi ini PSAK dievaluasi secara komprehensif.

ASOSIASI ASURANSI UMUM INDONESIA (AAUI) MELAKSANAKAN SEMINAR PENERAPAN IFRS
(Jakarta, 18 September 2012) Asosiasi Asuransi Umum Indonesia (AAUI) melaksanakan seminar “Penerapan IFRS/PSAK 62” yang bertempat di Swissbell Hotel, Jakarta. Seminar ini dijadwalkan akan dibuka oleh Bapak Isa Rahcmatarwata dari Biro Perasuransian Bapepam-LK dan Bapak Kornelius Simanjuntak (Chairman AAUI). Topik utama akan dibahas terkait tentang pemahaman umum IFRS, perbedannya dengan standar akutansi yang ada serta hambatan-hambatan yang mungkin akan dihadapi dalam penerapan  IFRS/PSAK 62  yang sebenarnya sudah dipersyaratkan oleh regulator per Januari 2012.
Kornelius Simanjuntak selaku ketua AAUI menjelaskan ada beberapa hal teknis yang mungkin akan menjadi masalah. “Seperti perhitungan Unearned Premium Reserve (UPR), Claim Reserve, Reinsurance Assets, pengadaan tenaga aktuaria dan beberapa point lainnya. Selain itu laporan keuangan International Financial Reporting Standards (IFRS) juga bisa berpotensi memunculkan kinerja perusahaan asuransi yang naik atau turun secara berlebihan pada tahun pertama penerapan. Dalam hal penurunan kinerja perusahaan yang turun secara berlebihan dapat menimbulkan masalah kepercayaan kepada masyarakat. Hal inilah yang perlu di managed dengan baik oleh,” terang Kornelius Simanjuntak.
Pada sesi pertama diisi oleh William Song (Regional Actuary  Of  MSIG Asia) dengan moderator Bapak Masdar (PAI). Dengan pembahasan mengenai pemahaman umum URR, UPR, IBNR, GPV, DAC, LAT, Klasifikasi Short Term Contract dibandingkan  Long Term Contract serta mekanisme perhitungan cadangan tehnis. Kemudian dilanjutkan dengan sesi kedua yang berupa Forum Diskusi Kendala & Hambatan yang Timbul Dalam Penerapan IFRS oleh Bapak Darul Dimasqy (Biro Perasuransian) dengan moderator Ibu Widyawati (Chairman Financial, Accounting & Taxation Division AAUI).
Menurut Widyawati ada beberapa hambatan dalam penerapan IFRS di Industri Asuransi. “Pertama, kesiapan SDM industri pada penyediaan tenaga aktuaria karena memang jumlahnya sangat sedikit. Kemudian, ada kemungkinan terjadinya penurunan ekuitas yang signifikan dari tahun 2011 ke 2012 karena koreksi penggunaan PSAK yang baru. Dan juga yang masih perlu ditingkatkan adalah awareness perusahaan asuransi terhadap konsekuensi penerapan IFRS,” ujarnya.

ETIKA yang diterapkan dalam perilaku sehari-hari


Ethikos merupakan bahasa yunani kuno yang berarti "timbul dari kebiasaan" adalah cabang utama filsafat yang mempelajari nilai atau kualitas yang menjadi studi mengenai standar dan penilaian moral. Etika mencakup analisis dan penerapan konsep seperti benar, salah, baik, buruk, dan tanggung jawab. Para ahli berpendapat bahwa etika adalah :
·      Drs. O.P. Simorangkir : Etika atau etik sebagai pandangan manusia dalam berperilaku menurut ukuran dan nilai yang baik.
·     Drs. Sidi Gajalba dalam sistematika filsafat : Etika adalah teori tentang tingkah laku perbuatan manusia dipandang dari segi baik dan buruk, sejauh yang dapat ditentukan oleh akal.
·       Drs. H. Burhanudin Salam : Etika adalah cabang filsafat yang berbicara mengenai nilai norma dan moral yang menentukan perilaku manusia dalam hidupnya.
Berdasarkan beberapa pendapat para ahli, maka saya menyimpulkan bahwa yang dimaksud dengan etika adalah suatu cabang dari ilmu filsafat yang berbicara tentang perilaku atau tingkah laku manusia yang dapat diukur atau dinilai dari baik, buruk, benar salah, dan tanggung jawab di dalam kehidupannya sebagai makhluk sosial.
Contoh etika yang berlaku di Indonesia, dan apakah kegiatan tersebut telah diterapkan dalam kehidupan sehari-hari :
1.   Mencium tangan orang tua sebelum ataupun sesudah berpergian. Hal tersebut adalah cara menghargai kedua orang tua, dan juga sebagai perhomohonan doa agar selalu diberi keselamatan dalam melakukan berbagai hal. Kegiatan yang berulang ini telah saya jalankan setiap harinya.
2.     Sopan dalam berperilaku, seperti mengucap kata “permisi’’ apabila kita melewati/hendak melakukan sesuatu terhadap seseorang yang berdekatan.
3.     Mengucap salam dan mengetuk pintu apabila bertamu ke rumah orang lain. Menandakan bahwa kita pribadi yang santun dan saya telah membiasakan diri dalam hal ini.
4.     Tidak memotong pembicaraan orang lain apalagi saat dia hendak memberikan pendapat. Janganlah tiba-tiba kita memotong pembicaraan tersebut, tunggulah setelah dia selesai berbicara.
5.  Selalu menjaga ucapan yang keluar dari mulut kita, pepatah mengatakan “mulutmu harimaumu”, maka janganlah kita sembarang berbicara karena dapat menyakiti perasaan orang lain. Suatu ketika sering sekali kita bercanda dengan teman, akan tetapi teman kita tidak bias menerima perkataan kita maka dia merasa tersinggung dan marah kepada kita.
6.    Mendahulukan orang tua, lansia, penyandang cacat dan ibu hamil. Hal tersebut sering terjadi pada saat kita berkendaraan. Terkadang banyak anak muda sekarang tidak peduli akan sekitar. Akan tetapi, jujur saya selalu bangun dan memberi tempat bagi mereka yang membutuhkan.
7. Membuang sampah pada tempatnya. Untuk hal yang satu ini terkadang saya melanggarnya, karena beberapa alasan terutama di angkot dan dijalan raya yang masih sulit menemukan adanya tong sampah.
8.     Memberi dan menerima dengan tangan kanan dianggap hal yang sopan yang berlaku di Indonesia. Hal ini sudah diajarkan dan dibiasakan sejak dini oleh orang tua.
9.    Bertegur sapa dengan seseorang yang kita anggap kenal. Hal tersebut bernilai positif, menjauhkan kita dari pikiran seseorang yang menganggap kita sombong.
10.       Menghormati dan menghargai dosen selaku orang yang mengarahkan dan memberi ilmu pengetahuan kepada mahasiswa. Contohnya seperti mendengarkan dan menyimak materi yang telah dosen arahkan kepada kita, kurangi membicarakan hal yang tidak penting/bergosip pada saat dosen memberikan materi.
11.    Berusaha selalu menjaga perasaan orang lain. Tidak boleh saling menghina, mencela, ataupun menyindir.
12.    Etika dalam berbusana, contohnya pada saat praktikum di lab. Univ. gunadarma, kita harus memakai kemeja dan rok dibawah lutut bagi perempuan dan untuk laki-laki tidak boleh memakai celana jeans. Tujuannya agar kita terbiasa berpakaian rapi pada saat kita bekerja nanti. Akan tetapi masih banyak mahasiswa yang melanggarnya, berpakaian terlalu ketat. Sedangkan dalam keseharian kita juga tidak boleh memakai busana yg seksi karena dapat mengundang orang yang ingin berbuat kejahatan yang tidak diinginkan.
13.       Tepat waktu dalam perkuliahan. Saya sendiri terkadang melanggarnya, apalagi pada saat perkuliahan di depok, dikarenakan jarak antara rumah dengan kampus cukup jauh. Sebaiknya kita tepat waktu berada didalam kelas sebelum dosen mengajar, karena pada saat mahasiswa yang terlambat masuk kedalam kelas pandangan kita akan teralihkan ke orang tersebut.
14.       Mengucap kata “maaf” apabila melalukan kesalahan. Saya selalu berusaha melakukannya apabila saya melakukan kesalahan.janganlah merasa gengsi untuk meminta maaf terlebih dahulu.
15.    Mengucap kata “terima kasih”. Saya telah menerapkan hali ini dalam keseharian. Berterima kasihlah pada seseorang yang telah membantu kita dalam hal sekecil apapun. Karena dengan ini setidaknya membuat orang tersebut dihargai atas apa yang telah mereka lakukan terhadap kita.
16.  Jujur dalam berkata dan bertindak. Walaupun terkadang kata kebanyakan orang berbohong demi kebaikan, akan tetapi saya tetap berusaha berperilaku jujur dalam kata maupun tindakan yang saya lakukan. Karena sesekali kita melakukakan kebohongan maka kebohongan tersebut akan sering terulang kembali.
17.     Budayakan antre, sering kita mendengar kata tersebut. Karena dengan mengantre akan membuat suasana lebih tertib dan teratur. Saya tipe orang yang cukup sabar dan selalu berusaha untuk tertib dalam mengantre.
18.   Tidak merusak fasilitas umum. Sering kali saya melihat tembok-tembok dijalan, bus, ditelepon umum, jembatan terdapat banyak coretan dan pengrusakan. Saya bukan salah satu dari mereka yang melakukan hal tersebut.
19.   Tidak membuang angin/kentut sembarangan. Pada saat berkumpul dengan keluarga, teman, dimana saja, kapan saja, atau dengan siapa saja sebaiknya tidak melakukan hal tersebut dengan sengaja. Hal ini mencerminkan etika yang tidak baik dan kurang sopan. Sayapun tidak menyukainya apabila ada seseorang seperti itu, maka saya sendiri tidak mungkin melakukan hal tersebut. Jika saya ingin membuang angin sebaiknya izin permisi ke belakang dan keluar dari ruangan.
20.       Sama halnya dengan poin nomor 19, tidak bersendawa pada saat makan. Terkadang saya melakukan hal itu, akan tetapi dengan cara yang sopan dan wajar yaitu menutup mulut dan tidak dengan cara yang berlebihan.

Elections in Libya for a constituent assembly, originally set to be held by June 19, are to be postponed for logistical reasons, electoral commission members said on Saturday.

One commission member, on condition of anonymity, said the postponement until July or later had been decided mainly to allow time for appeals from candidates who had been ruled out of the contest.

Instead, Russia became the main security issue after evidence emerged Saturday of incidents at the Wroclaw stadium where it beat the Czech Republic 4-1 on Friday.

A potentially volatile clash between Russia and Poland looms in Warsaw on Tuesday — a Russian national holiday with fans planning to march from the city center to the stadium.

A Russia team spokesman, Nikolai Komarov, said the federation declined comment on details of the reported incidents.

However, Komarov told The Associated Press in a telephone interview: “The federation has many fans, you don’t have control over them all.”

Saturday’s reports tarnished what was a successful opening day for Euro 2012. Two compelling matches followed constant negative headlines regarding social and political issues in the eastern European neighbors, including monkey chants aimed at Netherlands players during a public practice Wednesday at Krakow, Poland.

UEFA has pledged zero tolerance of discrimination during the three-week tournament. To help achieve this, it asked the Football Against Racism in Europe (FARE) fans’ network to send two monitors to each match offensive banners, chants and behavior in stadiums, and report to UEFA within 24 hours.

On Saturday, FARE said it identified verbal insults targeted at Gebre Selassie, whose father is Ethiopian.

“There was some suggestion that the Czech defender went to take a corner and had a few problems,” FARE executive director Piara Powar told the AP.

Fans also displayed a nationalist “Russian Empire” flag which “we take as evidence of far-right sensibilities,” Powar said in a telephone interview.

Powar said FARE officials aimed to provide footage of Gebre Selassie being abused.

“We are trying to get that evidence, and it’s not always possible to capture it on film,” he said.

Still, film was available showing some Russian fans attacking security staff.

Polish police said the four injured stewards “were not badly injured, and security footage was being studied to identify those involved.

UEFA said in a statement that “around 30 fans” attacked the stewards in a “brief and isolated incident.

“The situation was quickly and efficiently brought under control,” the statement said, though footage appeared to show attackers walking away from the scene.

The 16 competing teams’ national federations are responsible for their fans’ actions. They would be fined by UEFA before facing possible expulsion from Euro 2012 for repeated offenses.

Four years ago, UEFA fined Croatia 20,000 Swiss francs (then $19,600) for its fans’ neo-Nazi flags and chants during a Euro 2008 quarterfinals loss against Turkey in Vienna, Austria. On Sunday, Croatia plays Ireland in Poznan, Poland.

“We don’t expect UEFA to act on every report,” Powar acknowledged. “It’s tough to evidence everything that could be admissible in a hearing.”

Powar also expressed concern at possible nationalist flashpoints in Tuesday’s march, even if Russia fans are denied permission by Warsaw city authorities to go ahead.

“There is a feeling that the Russians will do it anyway,” he said. “We have got a lot of people out and we will be looking.”

Powar said Polish feelings were agitated by Russia basing its players in a Warsaw hotel neighboring the country’s presidential palace, close to a shrine commemorating the Smolensk air disaster.

After a decade of rapid, chaotic bank liberalization, Vietnam has ended up with too many domestic banks (42) — many of which are overloaded with toxic debt — and poor governance across the system, economists warn.

Last year, faced with persistently high inflation and critical liquidity conditions at many of the weaker banks, the government announced aggressive restructuring plans.

But as inflation has fallen — from a high of 23 percent last August to 8.3 percent in May, allowing the central bank to increase monetary supply and easing banks’ liquidity problems — so too have appetites for reform.

“Things have calmed down a bit because of falling inflation. So now they’re thinking ‘OK we don’t have to be so aggressive’,” said economist Nguyen Xuan Thanh, director of the public policy program at the Fulbright School in Ho Chi Minh City.

“The second factor [slowing reform] is the resistance from the banks, from the owners of the banks... the political economy doesn’t allow the government to act decisively by taking over a bank and cleaning it up to sell.”

Aside from five fully-foreign owned banks, such as ANZ and HSBC, the sector is dominated by large state-owned banks and dozens of smaller joint stock banks owned by public or private investors.

This has hit the broader economy — credit lines have all but dried up which has affected small and medium businesses particularly badly with some 18,000 going bankrupt this year alone.

Unless there is decisive restructuring, the system will remain unhealthy “and the economy as a whole will suffer”, said Thanh.

What the government needs to do is “take over the weakest banks, merge them, sell off the bad debt and then resell the merged bank”, said Jonathan Pincus, a HCMC-based economist from the Harvard Kennedy School’s Vietnam program.

“It would be quicker and less risky for the system as a whole. But bank owners would resist this,” he said.

To have a banking license in Vietnam, one Hanoi-based diplomat said, you have to be “very well connected”. Bank ownership brings benefits — the possibility of kickbacks, access to cheap credit.

Many small joint stock banks are owned by subsidiaries of state-owned enterprises or well-connected groups of investors who own multiple banks, evading regulations with accounting tricks.

The sector is riddled with complex cross ownership patterns which are proving “politically difficult to unwind”, Pincus said.

The government’s reform plan relies on private sector voluntary mergers to improve systemic liquidity by having those with healthy balance sheets absorb those in trouble.

But many banks are hiding the true state of their balance sheets and finding ways to hide their non-performing loans (NPLs), Pincus told AFP.

“They loan money to customers of other banks, who use the money to close out their loans with others. Customers of other banks do that with them. It keeps everyone’s NPL rate down,” he said.

The government has divided the banks into four categories with different credit growth ceilings for 2012 — in effect, identifying the weaker institutions and banning them from lending.

Five to eight of them will be merged this year, the government has said, although it now appears “embarrassed” and is backing off from this pledge, said Le Tham Duong from the Ho Chi Minh City Banking University.

With the first merger of three weak banks in December, rather than the government taking over the institutions, writing off bad debts, and seriously restructuring, the banks were simply rolled together, experts say.

Vietnam’s central bank chief Nguyen Van Binh has said that “in the near future there will be more voluntary mergers and acquisitions under the State Bank’s strict supervision”.

But what is needed is serious state-led restructuring not private sector mergers, said Fulbright’s Thanh, adding that this would require huge resources and a clear admission of the scale of the bad debt problem.

“Politically and legally if you do that it is very risky,” he said. “First there needs to be political will which is still lacking.







Singapore's Starcount Measures Social Media Popularity

If the music world has Billboard charts and the film world has box office numbers as reliable ways to measure success, social media now has Starcount to gauge popularity. 

Launched on May 31 by Singapore-based company All the Worlds Entertainment, Starcount lets users of 11 social media platforms — Facebook, Twitter, YouTube, Google+, Orkut, Renren, Tencent Weibo, Sina Weibo, Youku, Mixi and Vkontakte — pick their favorite people on those platforms. Starcount users can choose fun, insightful or influential individuals in many fields, including fashion, film, music, sports, gaming, TV, brands and politics. 

The chart can be accessed from any desktop on www.starcount.com, but it’s also available as a free application on Apple iOS devices. Starcount is touting the fact that although it is a global chart, it also gives a nod to popular users in specific countries. Browsing around the website, you can discover who’s currently popular in Singapore, Indonesia, Brazil, Argentina, Spain, the United States and many other countries. Users can even combine the geography and field of work categories, allowing them to keep tabs on social media “stars” across a wide range of disciplines. 

The system took two years to prepare, according to Drew Thomson, joint chief executive for All The Worlds Entertainment. 

“And the chart is changing every day,” Thomson said. “Every day you can discover someone new.” 

The company has bigger plans than just keeping track of who’s hot on Facebook at any given moment, though. Starcount hopes to create a new type of awards show based on honoring social media’s brightest. The inaugural Social Star Awards are already being planned for Singapore sometime in the near future. The company will invite the most popular people on social media to a gala awards ceremony similar to the Grammys or Oscars. 

Joint chief executive Paul Morrison said the event will be a multi-genre show that will include the top fans who helped their favorite personalities reach the highest rank on the charts. 

It could be an idea whose time has come, if outside interest is any gauge. Morrison said the company had already scored a content partnership with BBC Worldwide, which has agreed to broadcast the event. 

So far, Starcount is serious about reaching voters from other countries. Its website is currently available in English, Russian and Chinese, with Portuguese, Hindi and Spanish in the works.

“Telunjuk.com is a search engine and comparison website that aims to give a new and deeper experience of online shopping for smart shoppers in Indonesia,” said the website founder Redya Febriyanto.

Users 2could find and compare prices between products based on brand, specification, and price range. The website doesn’t sell products, but it points at the online stores that sell them. Currently users 3could search for three kinds of product: laptops, mobile phones and airplane tickets.
The inspiration came from Redya’s personal experience. When he was browsing gadgets online, he felt that it was quite troublesome and unfriendly to search devices that matched his need.
Redya then created automatic-crawling technology, the system behind Telunjuk, which in Bahasa Indonesia means “index finger”, for his personal needs. He thinks that the system 4can help other people. He asked his friend, Hanindia Narendrata Rahiesa, who also used the system, to form PT Telunjuk Komputasi Indonesia.

To find laptops or mobile phones, users 5have to fill the description based on what kind of device they need. After choosing a specification for a laptop or mobile phone, users 6will then see a list of online stores with the product’s price.
